Banking Query

There is a trust registered by 5 people, as is required and they have a bank account linked to the trust. For the bank account, two of these are the signatories. Due to a dispute, the third trustee requested the bank to terminate the services of the account without two signatories being informed. Their consent was not taken. Bank terminated the services as per the request. Later the two signatories wrote to the bank for the resumption of services but the bank is not doing the same and asking for the consent of all five trustees. I just want to check if that how account services to trusts work legally.
