Issue Of Tax Certificate

 I have a home loan with IBHFL. Every year I have been saving some amount on tax under 80c by producing provisional tax certificate issued by IBHFL. This year I made a part payment of Rs.64264 on 22.11.2016 to get tax benefit under 80c. From then I have been requesting them to provide me an provisional tax certificate reflecting the above part payment. But so far they used to reply stating to wait for few days. And recently I recieved a reply that I can get it in original only at the end of the year reflecting the part payment made. Buy I don't need final tax certificate at the end of the year. I need a provisional tax certificate to produce it in my office to stop extra deduction of tax. Please advice me how can I get it legally as soon as possible.
