Can Court Issue Construction Authority Letter?

I recently won a case against my property in Bangalore but the site is 'B' Katha. But in the year 1998 we had paid all the betterment charges to the office of register and the same was not processed coz the officer was expecting bribe in the mean while someone tried to start the construction at our site and we were in legal battle till recent time and the court has disposed the case in our favoured Now without 'A' katha we do not get approval to commence the work, hence is it possible I approach court and seek construction approval from court? kindly suggest.
