Charges Under CCS Rule 1964

One of my close relatives is in the Ordnance factory (Under Ministry of Defence). He was charged for violating rule 3 (1) (i) (ii) (iii) of CCS 1964. So throughout the inquiry he submitted all the evidence and material proof including a witness in person too. But the final order has prescribed him one of the major penalties under the same allegation for gross violation of integrity by submitting fake Ta/Da bill and stopped his increment for the current year along with the effect on post increments too. So I request the well-known person dealing with this sort of thing to give the way forward because it's most challenging for anyone to bear the fake charges and live with it.
