A person having self acquired property entered into a contract in respect of that  property with somebody . Can that person make an 'will' or 'sale' the same property  to any other  people when the contract is in force?

yes if first person has sold his property through sale agreement to the second person.

can't.. if the contract is sale agreement then that party can sue for specific performance.. if he didn't then he can sale..
