Yes. mandatory injunction may be sought after getting evidence through court Commissioner
the interim injunction order is universally applicable ( as anyone come to support defendant) you can file Disobedience petition Under Order 39, Rule 2A of CPC with proofs .
First of all Court is not "produced" anything, Court has given order. Next thing, mandatory injunction is different. You can pray for Mandatory but it will not proper for this issue. You have to file vioalation Misc Case. You furthe pray for an order of police protection under section 151CPC. Still if police authority will not comply it you first make an application to Commissioner of Police by stating the fact along with order then wait for action, if no action taken by Commissioner then moved to higher Forum against it.
Going by the contents of your post, since the officials of the department are acting hand-in-glove with the Defendant, it is very difficult to you to prove their misdeeds. In order to push the officials on their back foot and do justice, you need to be patient i.e., take photos, have recording of audio and video reflecting their inaction and support given to Defendant. Based on the above, you can approach court and seek action against the erring officials and you can initiate proceedings under Order-XXXIX Rule 2A of CPC against the Defendant.
You are always open to give police complaint. As u state that the officials support your opponent, lodge the complaint through online.
