yes you can.you should go with your group members I.d proof and address proof . organise a meeting write down the name of proposed NGO with alternatives name,and write your organisation objects .this is a proceeding registr.decide who will be president,secretary,tresurer and executive committee members .you should go to registrar society office and fill the registration form and deposited the prescribed fee through challan in bank which issued by registrar after submit the registration form.After 7 to 15 days the registrar issue a registration certificate and now you have a registered NGO.But if you want to do any good work you shouldn't required any kind of registration just do it immediately.Ravan taught a lesson to laxman after battle that if you think to do good just do it soon.
