Dakhal Land

Kindly advise me on the course of action regarding a plot of land in Odisha (Government land, 0.463 acre) that we had under our dakhal since 1957. The dakhal was in my Father's name and he has been paying holding tax since then. In 1989, some people had tried to forcibly take away portions of the land by building a boundary wall. A case was registered which my father had won and 0.16 acre out of 0.463 acre was declared under possession of my father. Now the above land has been cordoned off by the Municipality officers who want to convert the land into a park. Is it possible to retain the possession of the land and do something useful such as some kind of business using the land. Kindly advice.
