My DOB in RBSE 10th certificate is 20 Aug 1985. This is not my actual DOB and now after so many years. I have been facing many age related issues in filing job applications. It can only be changed with intervention of judicial order. You have to File a civil Suit for Declaration for your date of birth seeking directions to all the authorities And institutions concerned to correct it in the Records and Certificates as well. Thereafter it get effected practically in the testimonials. You have a good case and you will succeed.
