Electric Dept Not Giving Connection To Tenant

I am owner of a shop. I gave my shop on rent to a tenant. He uses electric of her own connection with electric department. He did not pay electricity bill. and the tenant left the room without giving electricity bill. Now other tenant coming for room. when new tenant going for new electric connection, electricity department is refusing to give connection. As I, owner have no connection with this, why the electricity department will not give new connection to other tenant. Why electricity department is unable to recover money from old tenant.
