Facing Issue Of Path For House, Not Connected To Public Road Gurgaon Haryana

We are facing issue of path for house, all around my house is path is block, i do not know from where we go to to connect the public road, our home is in village wazirabad gurgaon, LAL dora area. i also talk to MCD they told this are is in LAL dora we are not responsible, we also talk to Nagar nigam, our village is in NAGAR nigam now, they also say same thing we are not responsible for this. i am living since 30 years there but now we are suffer for a way to connect with public road, who is responsible for that can you explain why my house is not have a way to connect with public road. where should i complaint about it. Hopeful i get any answer from your side. Please suggest us what should we do for that.
