Mr. Shanu Sayed, Is there any claim made you on any Insurance for things damaged in fire onlybundervthat Circumstance filing a Police Complaint is Mandatory. In all other case it's not. Otherwise if you running that establishment (Business or Office) in Public Environment or in a Commerical Building you need to take Fire Department No Objection Certificate.
