    You should immediately file case for evicting him. You may also file CRIMINAL cases.

    Sir, You have really put yourself in a mess, now if your only hope is on the cheques then at least start that process and file a criminal complaint against him for cheating and criminal breach of trust. For this take the help & advice of a local counsel. But there is no possibility of court restraining him to go out of the city. In the meantime, you take proofs of his permanent address and file a civil suit for recovery of your amount wherein you can take stay from selling/transferring his property. Take some early steps and also discuss with bankers to pressurise him for returning their loan amount.
