Harassment By Department

i am raman garg inspector in CISF, one of my GO's named as AC p k dwidedi continuously targeting me, tarnishing my record once he got to know that APAR matter has been contacted to increment any wrong step he takes all other senior GO's support him, this is great evil in whole uniform services lastly he served me minor penalty following a lot of advisory and warnings on fake ground and every time at the time of representation or appeal to to the senior of that AC, everyone keeps mum no one exonerate from punishmant and served me average APAR on the basis of whole year fake records on 28 jan. 2017 i had submitted my resignation targeting same AC but my commandent refused stating it should be unconditional but as i wrote about that AC in resignation letter, he is not taking any action over that AC please sugges me what to do? i don't want minor penalty and average APAR in my records due to the group of GO's. please provide me contect no. if possible
