House Owner Harassment

I am staying in Delhi Maidhan Garhi, My owner is harassing me, threatening now o vacate the room or else I have to pay next month's rent. And he has tortured me so much For money before my exam suddenly increasing electricity bill, before exam months so I can't vacate, and use to threaten if I vacate he will not return my advance. He uses to stop water supply to us, electricity disconnect as we bargain to reduce the rent in the lock don or else we will vacate, he didn't allow us to vacate, agreed to reduce 300/- after that he used to start disconnect one by one each day. Every time there use to be begging him not to disturb us, but he continues. Still so many are there what he did with us. Having every proof with me Video and Audio recording with, can u help me in getting my advance, I will get then only I can travel to my city. I am from Andhra Pradesh. Please help me out
