Write to High authorities of the board in case they don't consider your application you can go for stay to High Court. On the other hand it's also true that these things are for common good.. I also agree with the advice given by respected krishananji

file case before High court to get stay and your are eligible for compensation, before that, did you get a notice, if yes then challenge that if you have not received any notice then approach High court

it's for a common good hence roads as well as electric poles are things for which one can not usually have a say. having that said, still appeal to the electricity board first before employing legal expertise which comes at a premium.
