Neighbours Problems

I live in a flat. The neighbor's kids, keep on shouting the whole day at top of their voices. It's not like they are speaking with a loud volume. It's like they are literally screaming at the top of their voices. When contacted with their parents, they don't do anything. We have some plants kept outside our home. The kids keep breaking the leaves off them even after being told not to do so. We have tolerated it for a long time. What are the legal options available?
