Dear Madam you can a complaint under RERA act against the builder OR you can a complaint before District Consumer Commission against the builder.
Mr. S Kumar, You have to approach either RERA or NCLT for speedy and efficient remedy. As its time bound, it should be completed within*Phone*year maximum. Your case will be covered under IBC Laws.

according to me it is better go civil court. then, if both parties agreed case may be settled in lokadalth.
