Planning To Construct A Comm Complex Where Already A Shop Tenant Not Vacating

We have got 7500 sqft of land. Out of which 1000 square feet has been rented out 25 years back. The shop tenant is not vacating. We have put the case and case was going for more than 10 years and court has given on his favour stating without troubling him we have to vacate. So we planning to vacate this guy later, but now we are planning to construct the commerxial complex in the remaing area of 6500sq ft. Can the shop tenant can stop us constructing the land in 6500sqft legally through court??? So please advice on this. Thank you
