Police Is Not Allowing People Of Our Area To Get Passport

Police is not allowing people of our area to get passport. They are our rejecting our passport we are applying for passport but when police verification comes then police reject our passport many people are not allowed to make passport. Senior citizen and children are also not allowed to make passport. I think so passport is our fundamental right and I don't what to do police is misusing their power please suggest what to do.
