Regard Land Selling

I Brought a Panchayat approved land around 2 years before joined with my friend. The land is registered in both names. So Sale deed, Patta everything registered in both of our names. Our initial plan was to do construction but later withdraw that plan. since we had a good friendship we don't make any other agreements. But the issue is I like to sell the land to others or even him also since I am in need of money. but he refused to take any kind of action in that land, So below are my concern please clarify me -Is it possible to split the land legally? -Is it possible they may construct a house without my approvals? -Is any legal way to sell the land or create a new agreement for selling. -Currently, the original document hard copied with other parties I have soft copies is it cause any issue.
