please refer to the t&c alongwith the luck draw formats. write a formal letter to them asking for them to return the money. and if it does not. go ahead with a legal notice. and subsequent proceedings.

Enquire whether you are allotted any plot. If not write them a letter by Reg AD demanding refund with interest with in 15 days. If still not paid, send a lawyer notice and then proceed legally.

Go to the terms and conditions of bookings of plots.if any breach of condition occurred then you may file civil or criminal or both proceeding against him.
