Art.227 of the constitution can be invoked to file CRP to expediate the trial and writ of certiorari comes into play when there is excess of jurisdiction, violation of procedure and error of law in the face of record.
CRP is possible only against an interim order made affecting the main cause and necessarily not for an order for early disposal of the main case.
Any litigant can approach the High Court under Art 226 for a Writ of certiorari in any proceedings pending before the lower court. In this case mandamus is also available.

go to high court with in Writ of mandamus n pray to court to issue guidelines to trial court tk dispose of the matter as early as possible
File a Writ Petition before the High Court for a direction to dispose of the matter at the earliest.
