University Is Not Coperating

Dear Sir, I am Vikram, holding a PhD degree in chemistry, would like to gain some legal advice. I passed BSc in 2003 and get a provisional degree certificate from the college. The college provided me with 1st, 2nd and 3rd-year mark sheets after each passing year. During 1st year, I applied for rechecking and my marks in chemistry get raised from 5 to 35. Accordingly, I got mark sheet as per corrected marks in each year mark sheet. Now, I have applied to obtain BSc degree in 2018 in the affiliated university. They said that your marks in chemistry are 5, not 35 as per their written records. I have evidence of written marksheets showing marks of 35. University staff is not cooperating because they have not updated there data at that time. So I am unable to get degree certificate with 35 marks in chemistry. Please advise me what should I do.
