By executing release deed in favour of your brother does not effect the release until it is registered. Hence inspite of signing the release deed and obtaining 15 percent your brother cannot get legal transfer until it gets registered hence you are the real owner for 50 percent property. Society should pass 100 percent favourable resolution to redevelop the property for which you have given the consent and the society represented by all the owners had executed development agreement. Hence you are the owner as of now so no need to worry but if you want to cancel the deed and return the money to your brother send a legal notice and do it. do not execute any power of attorney if done cancel it immediately to safe guard your interest.

If the flat is registered in both your names then you can file a suit for partition and claim your share accordingly. Release deed will not have any effect since release deeds for immovable properties need to b registered. Further you can also file a case of cheating against your brother. I can help you with all these steps, please contact me separately for further assistance.
