No not at all. He can not execute/register any kind of deed on the basis of Notarized Power of attorney. For registration purpose power of attorney need to be registered..
It would be better to obtain a registered document authorising the sale of the Property in question. Because Power'of Attorney is an unsafe and insecure document.
