Want To File A Complaint Against Govt. Employe

I am a civil engineer, I have applied for engineer license in municipality Nirmal town Adilabad district Telengana. I have gone through the orders issued by the Municipal Administration and Urban Development Department  Andhra Pradesh Building Rules, 2012 MUNICIPAL ADMINISTRATION AND URBAN DEVELOPMENT (M) DEPARTMENT G.O.Ms.No.168 Dated: 07.04.2012 in which requirement/eligibility criteria to get a license is only possessing an engineer’s degree. The town planning officer is asking me to bring 5 years of experience certificate. The officer is failed to provide me with the govt orders/ doc were it is mention about the required minimum 5 years of experience. i have file an RTI to get the info. if i come to know that this officer was planing and misguided and misused his position. can i file a complaint against that officer for giving false info and he delayed me and i have gone through mental trauma
