The statutory body is their respective National commission.. there are seperate National commission for 1) Minorities 2) Backward classes 3) SC & STs 4) Women 5) Children You can send complaint to the relevant commission.. Google it for their contact.. Before that it is highly suggestable to gather sufficient evidence before proceeding. Moreover the higher officials should not turned against you.. Hence better to start with your higher officials thro Proper channel.. Gud luck
