Writ Petition

Sir before 7 month, I have filed writ petition in high court against the decision of district court. it is pending. no order is passed till now.I have submitted certified copy of writ petition in lower court and preyed for not to grant possession warant to DH.Oppsite advocate gave his say on that application and he request to lower court for issuing possession warant because I have not submitted copy of stay order.i told this thing to my advocate of high court. but he is saying that there is no need to submit copy of stey order. He said that lower court has no right to issue any order when matter is pending in high court. my question is that at this stage can lower court pass order.?
