No, a married man cannot enter into a relationship with another woman on the ground that he's not having a cordial relationship with his wife. He is required to give divorce to his first wife. Otherwise, his wife shall have the right to file for divorce on the ground of adultery & claim alimony.

this could be illicit relation better than this he could divorce his present wife and marry the women with whom he is having the relation.
