Can I become a member of the association with a POA. My new flat is registered in me and my brother's name. My Dad lives in the flat and has the POA. The association is yet to be formed. Some residents say that only a registered owner can be a member of the association. Is this correct?

Normally POA is not allowed. Check with rules.
