Employee Benefits

I am in chennai, and I work for a proprietor company were they have around 95 employees. Here they dont provide appointment orders , and no one day leave given. If an employee takes four days leave in a month , they deduct 4 sundays too, so total 8 days. And they start their operations from 2003, and no pf and esi, and have branch in bangalore and chennai. If employee ask any benefits, the owner tells , he will do only like this, and no department can question him. And for any issues he is collecting fines from employees, and terminates the employee with immediate effect ,without giving time. And working time is from 9.30 to 7.00 which is illegal. Salary is being paid once in 70 days only. Kindly advise what we can do to get all required statutory rules and regulations.
