Siting MHO circular of 1959 and DOPT circular of 1992 (based on Supreme Court verdict 1990), delinking promotion with confirmation but only on appointment rank for direct recruitment, one cadre officer got an order from Rajasthan High Court (Double Bench). The Authority implementing it throughout the country. But persons from earlier wrong practice trying to stop it. Can they get a stay order from Court? Can we (would be beneficiary) seek help also? Can we file a caveat. Where.
