Resignation Declined Without Giving Any Reason

Dear sir/madam I joined a public sector bank in july 2011 as probationary officer. I was confirmed in bank services in september 2013 and was promoted to scale 2 officer in july 2015. In the year 2017 after taking noc from my bank , i appeared in bank of baroda interview and got selected for the post of scale 3 officer. I submitted my resignation in june 2017 to my bank which was declined in the month of july 2017 citing non receipt of clearance from concerned department. On enquiry over phone they said that there is some case pending in my previous branch which pertains to one npa account of year april 2013 for which some clarifications were asked to several employees of the branch including me in February 2015 . I submitted my reply to that version in march 2015 itself and there was no disciplinary action taken against me or any other staff nor any chargesheet was issued till date . Further post that enquiry in 2015 several staff got retired with all benefits and i was promoted to scale 2 in july 2015. On further enquiry my personnel dept said that bank has conducted its indepth investigation 2 times and have found that none of the staff is at fault.they also said that they submitted the case closure report to CVC which has not been responded till date. When i requested them to relieve me and not destoy my career they said that bank will only allow retirement and will not relieve me to join any other organization.they also said that i will get promotion but not relieving. Even one of my branch collegue retired in 2018 with all benefits. I am 30 year old qualified post graduate person who is being forced to work all my life and retire from same organization. I feel suffocated and have stopped going to office .because of no experience/ relieving letter i cannot join any good organization even after 7 years of banking experience. In 2017 i tried to save my bob job opportunity and filed a suit against my bank in allahabad high court and court directed my bank to submit their reply that after giving noc for interview, why they have not relieved me but my bank didnt submit reply to high court also. I had no money to give to my advocate to keep fighting the case and in the mean time bank of baroda cancelled my job offer because i failed to join them after taking 4 months extension. Please tell me what legal options do i have and how can i teach lesson to my bank management. I even have call recording with my management in which they have clearly said that i am not at fault and they also knows that i am suffering.
