Noc not mendetery for marriage

ask her to come on Visa for atleast two three months. when she come here apply for marriage before marriage registrar. it would take 45 to 60 days time for marriage registration.

Obtaining citizenship is not necessary if you intend to keep her in her country. But in that case you have to obtain visa from there.

If you are not a servant of any Government in India, you need not have to apply for any permission of any one. You can marry the girl of your choice. But to bring her to India you first have to obtain a visa for her and then apply for her citizenship as your spouse. To be honest this is my knowledge.
