you need to collect evidence regarding the fact that in-laws of your sister are demanding dowry as same would be the base for your complaint as well as weapon for your case. In the meantime, your sister can file case in family court under the provisions of The Protection of Women from Domestic Violence Act 2005 and can also ask for compensation/ maintenance.

i know police wull not help you, but for formality and to show in to the court you have to go first to police and then if police will not help you , meet advocate for the complaint in to the court

Dowry is possible only on the demand of the husband or his family. If your sister is also demanding, then she will not be asked to ask for dowry. She has the right to ask her parents. It is different whether the parents give it or not.
