My father got alleged to have an accident by two motorcycles and sustained a right wrist fracture. Accused persons paid 4000 and not willing to pay the surgery fee. I'm willing to file a case at the police station. Is this possible to claim the money from them?

You should file a claim Petition under Motor Vehicle Act and claim whole of the amount of medical, surgery, medicines, pain and suffering and disability, if any.
