Cheated By A Individual Supplier In Tamil Nadu

I wanted to donate Mask to one of my friend in Malaysia for which I paid Rs 540000 to an individual. He said he had stock and will dispatch the goods immediately and took 100% advance for it. Later he was not able to deliver on time and asked us to buy at higher price and the quality of goods was not up to the mark. We had cancelled the order immediately and asked for the refund. After a week or so he said goods is ready at the increased price which never agreed as we didn't want to buy at the increased price. We are asking for refund since 4 months but he is not responding and whenever he responds his intention is not to refund the money back. All the transaction were done online and we have screenshot of all WhatsApp messages along with email communication. We want it to get refunded ASAP as we need return it to others. Is there any solution or to it or how can I get a legal help for it.
