You can easily get the certificate from the hospital as such records are never destroyed. There will be a register giving the details of the child, name of parents, cast and time of birth, address of the parents.

You need not file any suit. Get a certified copy of the register of the hospital in which the details of your parents from the doctor there. Swear an affidavit to the effect, get it notarized or before a Magistrate. Send all the details to the concerned authorities with your request for change of date of birth in the records. They will allow it through a communication. Get the same published in the official Gazette. Carry all these together with the proof of date of birth.
