Central OBC NCL For Retired Deceased Government Employee Family

My father joined to state government as constable which is group c/class 3 and attained promotion after age 40 to ASI. He is retired and deceased at the age 62. Now my mother is receiving pension. My doubt is my father got gratuity and PF amount after retirement which we kept at FD. Does income from FD and other bonds is calculated for OBC NCL eligibility each year for their children.
