Dear Sir, You may go to High Court and get a direction to the Commissioner of Police to arrest the Accused and produce before the Magistrate. Since because yours case seems to be private case and not having so serious offences so Police might be neglecting to execute the warrant. Otherwise better approach ACP, DCP in person and see that NBW is executed.
