Condition Mentioned In Superdari Order

My superdari order says"IO shall get the mobile phone value from a proper valuer and shall take a valuation report in this regard from the valuer." So do i need to pay for the valuation as IO asking me to get it done my own by private valuator and valuator charging 1000 rupees the Io provided me no of valuator
