Firstly You should approach to Sessions Court for Pre arrest or Anticipatory Bail.
the high court will definitely ask you why wouldn't you approached the sessions court
Both Courts have concurrent jurisdictions, as per your convenience and advise your advocate you may approach any one of the Court.
It is advisable to approach the Honourable High Court of Orissa for Anticipatory Bail. You can also apply for Anticipatory Bail before Sessions Court of your district.
