Cheating By Offering Job Opportunitiess

I am working in oman. I want to relocate to India , but unable to find suitable opportunities One day one company called me and told that they have seen my profile on shine.com , they have confirmed opportunities, as tied up with many companies. They discussed about the job package and companies . They informed me that I need to take their different services like back ground verification, relationship manager etc. and charged me 38 thousands, but they did nothing . It's clearly understand that they are acting that they are doing something for me. I have clear recording of our conversation that they promised me they would get a job for me in a month, but they could not take me to any interview at least. now they say that they tried. they are only service providers and not given assurance for job..but they told me clearly. can I proceed legally on this to get refund my money..There are many negative reviews on that web site .
