Chit Fund Company Owner Cheated Me And My Father.

My father was cheated by the chit fund company owner, around 10 lacs rupees. Chit fund owner was my relative. While starting his new chits he approached my father. My father was believed on chit fund owner completely and invested the money 10 lacs rupees in the chits without any proofs. This money is my father hard earned money, after ending the chits, while asking the money, he is not returning the money and he left that place and staying some other place. Now the problem is we don't have any proofs, no receipts nothing is there. only one thing is while paying the chits amount we are transferring the money through the bank. Those receipts few of them we have. We don't have any written proof nothing is there. so, in this case 1) How to file a case against that chit fund owner? 2) Is it valid if I will show the proof as few of the bank receipts, the court will agree? 3) Can I file a case anywhere in India, currently where I am staying in that location. .. OR only I need to file a case against the party in that chit fund area?
