it is a NO bcos FIR is quashed only when compromise takes place between all the parties irrespective of sections r compoundable or non-compoundable or cognizable or non-cognizable. Even if one party is not agreeing to it then High Court cannot quash the FIR. Till now only Punjab & Haryana High Court has quashed FIR partially rest High Court don't quash it till the compromise is effected between all the parties to the FIR.
