FIR For Mobile Theft

My mobile got stolen from a bar by one lady sitting on the next table to whom we gave the phone to click our picture. We have reasonable suspect from CCTV footage we retrieved from the bar and Google maps device tracking data, that she stole it. But police did not file FIR even with the CCTV footage and said only CSR is done in these cases. This means only the mobile they may track with IMEI and won't even try to catch the thief. How can we file FIR for this and do justice?
