Fraud

I have paid money for land purchase in Varanasi but on the day of registry the land was not transferred on my name as the land belonged to the person's father's name, who is no more alive. The person asked for 3 days to get the land on his name and then transfer it to mine but now he is not picking up the call and we have found out that the land is not suitable for making the residential house.
