    As regards FIR, no one can be prevented from lodging the FIR. However onus is on you that you were mentally unsound at the time of the alleged commission of crime and you can take the benefit of section 84 IPC only during the trial in the Court of law.

    Yes, anyone can lodge an FIR against you. A case may also be registered against you, it is irrelevant whether you are mentally sick or not because this has to be decided by the Court. You can be surely dragged to the Court, but if you can prove your mental illness successfully then you can come clean from the allegations.
