IPC 193

If public authority claimed that one applicant filed a false affidavit before authority and rejected the applicant's claim. Is it obligatory on authority to prove that affidavit filed is false with some unimpeachable documentary evidence to file a criminal case against an applicant before a magistrate of first class? If not magistrate can reject the case. if the case admitted without any strong proof can punishment under IPC 193 attracts.
